Job Summary
Under the direction of the Budget Analyst, this position performs various professional and technical financial duties requiring application of generally accepted accounting principles (GAAP), standards for governments and private industry, and duties requiring application of budgeting theory, principals, and practices. This position will prepare, analyze, and audit financial records for accuracy. Prepares financial reports for submission to City staff, City Council, and citizens. Assist with the development of short and long-term forecasting. Develops and maintains various financial ratios in conjunction to financial analysis. Participates in or design, modify, and implement financial systems. Researches and analyzes data for accuracy, trends, and variances to ensure that acceptable business practices and procedures have been followed and that federal, state, and local laws and regulations have been followed.
Essential Duties & Responsibilities:
- Assist with the annual budget development process for the City; including but not limited too; budget development manual, schedule, forms, executive and legislative budget books and public budget documents.
- Research and propose budget theories for the City to consider.
- Assist Budget Analyst with maintaining budget in accounting system including preparation of budget to actual reports, amendment preparation and tracking, and forecast budget to actual.
- Assists Budget Analyst with budget presentation including preparation of graphs and handouts for the public and the news media.
- Provides back-up to the Budget Analyst.
- Analyzes departmental financial operations and budget requests to resolve complex issues considering costs, benefits, and resources.
- Determines and prepares monthly general ledger journal entries and reconciles general ledger accounts.
- Develops and creates financial and budget reports within accounting system.
- Prepares a variety of special financial reports and participates with departments in making a variety of financial decisions.
- Analyzes, reviews, and distributes monthly financial statements.
- Analyzes monthly expenditure reports for accuracy and reports adjustments.
- Assists City Department with fee development. Maintains models for departments.
- Prepare complex cost analysis and forecasting for City growth, planning and modeling.
- Assists in trend analysis and forecast model development.
- Assist with the planning and management of the Impact Fee Committee.
- Serves on City-wide committee/commissions as designated by management.
- Participates in making strategic multi-department decisions associated to committee/commission’s needs.
- Assist with monthly bank reconciliations.
- Prepares special research requests and special reports at the request of the Finance Department Management, City staff, or the public.
- Determine financial status by comparing and analyzing plans and forecasts with actual results
- Improve financial status by analyzing results and variances; identifying trends; recommending actions
- Assessing operational performance, recommendations to improve financial operations.
- Gather and analyze data to assist management decisions.
- Develop and implement analysis projects
- Responsible for performing special projects to improve process efficiency and performance Projects as assigned by Management
- Provide timely, relevant and accurate reporting & analysis of the results of the division’s performance against historical, budgeted, forecasted and strategic planning results to facilitate decision-making toward the achievement of the budget and strategic plan.
- Identify non-value added processes within the department and seeks solutions.
- Serves as key audit contact for grants by preparing grant materials for programmatic and annual financial audits; performs year-end audit reconciliations and reports.
- Keeps Budget Analyst and CFO informed concerning work problems.
- Assists in the development of department and City policies.

- Performs other duties and responsibilities as assigned or needed by the Budget Analyst, Controller, or Chief Financial Officer.
Job Specifications:
- Minimum BS degree in Accounting, Finance, or Business Administration, or a related field plus 3 to 4 years’ experience in general ledger accounting, budgeting, and/or financial analysis.
- Must have thorough knowledge of department policies & procedures and accounting office practices and procedures;
- Extensive experience with accounting software and spreadsheets;
- Considerable knowledge of general accounting practices for private industry and government and general ledger accounting;
- Considerable knowledge of accounting software and personal computer and network architecture;
- Good knowledge of auditing standards and practices;
- Ability to apply accounting principals and standards in resolving problems;
- Ability to apply Generally Accepted Accounting Standards for Governments and private industry;
- Ability to apply and understand new accounting pronouncements and standards;
- Ability to supervise staff full time or on a project basis;
- Ability to research and analyze financial data;
- Ability to establish and maintain effective working relationships with employees, vendors, customers, and the public;
- Ability to make sound and reasonable decisions in accordance with procedures, laws, and ordinances;
- Ability to establish priorities and to have good organization skills;
- Ability to work independently, take initiative, and meet and understand deadlines;

Work Environment and Physical Demands
Work is performed primarily in an office environment with moderate noise level with many interruptions. The employee in this class is frequently subject to inside environmental conditions, which provide protection from weather conditions but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions;
· Constantly requires sitting at a desk for long periods of time, up to 8 hours and ability to lift up to 20 lbs.;
· Constantly requires clarity of speech and hearing, which permits the employee to communicate effectively;
· Constantly requires clear vision to read printed materials and computer screen to accomplish work;
· Constantly requires repetitive movement of the arms, wrists, hands, and/or fingers;
· Constantly requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
