DEFINITION
Under general direction performs specialized and responsible technical duties in the purchasing of supplies, materials, equipment and services; and performs related duties as required.
DISTINGUISHING CHARACTERISTICS
This is a single position class. The incumbent is responsible for purchasing, maintenance of vendor product information, review/renewal of blanket purchase orders and negotiation of purchasing contracts - Essential Functions

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Receives requisitions for materials, supplies, equipment and services; coordinates and oversees the administrative activities involved in the purchasing process; provides information, assistance and guidance to other departments with purchasing related issues.
Locates sources of supplies, equipment and services; assigns and records purchase order numbers; issues master vendor forms; enters data, compiles records, reports and requisitions, and assists in assigning accounts payable account numbers.
Compiles requisition information, reviews, and submits for payment.
Facilitates the bid process; prepares bid specifications; compiles, mails, receives, and processes requests for proposal or requests for quotation; facilitates interviewing vendors; facilitates contract negotiations.
Performs related administrative tasks; resolves accounts payable and shipment issues; composes and completes contract and purchasing documents; assists departments in obtaining budget pricing information; maintains contract records; prepares reports and correspondence.

Any combination of training and experience, which demonstrates attainment of the required knowledge and ability to perform the required work, typically:
Education
Graduation from college with a Bachelor's degree in business or public administration, accounting or related field.
Experience
Two years of buying experience.
Substitution
Additional qualifying experience and/or certification by the Institute of Supply Management (ISM) may be substituted for up to one year of required experience. Education may be substituted for up to one year of experience.
Knowledge of:
- Fundamentals and principles of data processing/word processing systems;
- Fundamental purchasing principles, methods and procedures;
- Techniques for establishing sources of supply;
- Concepts and practices required for effective negotiations;
- Recordkeeping principles and techniques;
- Modern office practices and procedures;
- Methods of locating and verifying information.
Ability to:
- Establish and maintain effective working relationships with Court staff, County staff, members of the public, government agencies, and vendors;
- Communicate effectively, orally and in writing;
- Collect, interpret and evaluate data;
- Prepare, evaluate specifications and award bids and proposals;
- Learn and apply the principles and practices as outlined in the Trail Court Policies and Procedures Manual;
- Prepare written presentations;
- Operate personal computer;.
- Maintain accurate files and records;
- Organize and prioritize work assignments.

Special Requirement
A valid class C California driver's license may be required. The requirement will be reviewed on a position basis in accordance with ADA regulations.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
ADA COMPLIANCE
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as bright/dim light or repetitive wrist motion.
