JOB DESCRIPTION

Reporting directly to the Chief Equal Employment Opportunity (EEO), Diversity and Inclusion Officer, the candidate will serve as a Deputy EEO Officer for the Mayor’s Office.  This position will be responsible for the implementation of the NYC EEO policy within the Mayor’s Office. This is a unique opportunity to serve a team committed to and capable of executing transformative change, and to play a key role in ensuring the Mayor’s Office embodies a culture of belonging. The position requires a strong leader knowledgeable in and capable of effective implementation of NYC EEO policy, federal, state, and local law. The candidate will assist with diversity and inclusion initiatives office wide.

 

DUTIES & RESPONSIBILITIES:

The Office of the Mayor of New York City is seeking an exceptional candidate to serve as a Deputy Equal Employment Opportunity (EEO) Officer.  The Deputy EEO Officer will report to directly to the Chief EEO, Diversity and Inclusion Officer and will work on sensitive matters within the Office of the Mayor.  The Deputy EEO Officer will be responsible for ensuring that the Mayor’s Office meets EEO responsibilities mandated by the City Charter, NYC EEO Policy, and applicable laws.  Key tasks will include:

 

  • Develop and enforce equal opportunity policy and procedures, compliant with law and NYC EEO policy;
  • Conduct mediation sessions as a resolution alternative and refer mediation sessions to OATH where appropriate;
  • Ensure counseling and appropriate referrals for aggrieved employees requesting assistance;
  • Analyze reasonable accommodation requests, engage in a cooperative dialog with employees and other stakeholders, and determine eligibility in accordance with NYC EEO policy, the Americans With Disabilities Act (ADA) and other laws;
  • Serve as consultant on all diversity initiatives and strategies to recruit diverse applicants;
  • Prepare and provide guidance to the Chief EEO Officer in drafting the agency’s annual Diversity and EEO Plan
  • Serves as the Mayor’s Office Disability Service Facilitator, working closely with Mayor's Office for People with Disabilities and Administrative Services;
  • Provide information and support to the Office of the Chief Counsel in handling complaints filed with the Equal Employment Opportunity Commission (EEOC), the NY State Division of Human Rights (NYSDHR), and the New York City Commission on Human Rights (CCHR).
  • Prepare guidance for Human Resources to ensure employment-related activities adhere to EEO policy and applicable rules, regulations, and laws;
  • Work closely and collaboratively with Human Resources on issues that may need special approval/consideration, such as compliance with union agreements, work accommodations, etc.
  • Aid in executing equity reviews by evaluating diversity, equity, and inclusion initiatives, monitoring patterns and trends, and producing and analyzing reports related to diversity, equity, and inclusion;
  • Respond to Federal and City oversight agency audits, and implement all required corrective actions in order to achieve compliance;
  • Prepare and manage quarterly and annual reports related to complaints, hiring statistics, and diversity information as required by management, state, local, and federal regulatory agencies, citywide policies, and law;
  • Develop and present training sessions, seminars and formal presentations on topics related to equal opportunity, non-discrimination, sexual harassment and diversity, ensuring that employees, supervisors and management are aware of their responsibilities under the NYC EEO policy and relevant law;
  • Provide guidance and assistance to agency managers, supervisors, and human resource professionals in addressing issues relating to equal employment opportunity.
  • Establish training objectives to ensure that all agency employees receive diversity and inclusion and EEO training,
  • Ensure that the NYC EEO Policy, standards, and procedures are posted at each agency site and available in alternative formats for accessibility.
  • Remain apprised of any updates to federal, state, and local law related to the ADA, EEO, diversity initiatives, reasonable accommodations, and timely incorporate updates to agency practices.
  • Liaise with The Department of Citywide Administrative Services (DCAS) Office of Citywide Equity and Inclusion
  • Work closely and coordinate with the Agency Personnel Officer and Office of the Counsel to the Mayor.

 

MINIMUM QUALIFICATIONS:

  • Experience working in a role involving EEO, diversity and inclusion, or labor and employment;
  • Excellent judgment and experience handling sensitive material/matters;
  • Experience conducting internal investigations;
  • Attention to detail;
  • Ability to balance many simultaneous priorities;
  • Exceptional communications and interpersonal skills
  • Commitment to public service;
  • Demonstrated ability to be a team player in a dynamic and fast-paced environment;
  • Dedication to client services and willingness to be responsive;
  • Ability to build and manage strong, collaborative working relationships and carry high credibility with cross-functional teams.

 

PREFERRED SKILLS:

  • D. and at least two years of relevant legal experience preferred;
  • Knowledge of the federal and state laws pertaining to civil rights, discrimination, and harassment; the Americans with Disabilities Act (ADA); the Age Discrimination in Employment Act (ADEA); all as amended where applicable, and other anti-discrimination laws and requirements;
  • Significant relevant experience with a track record in achieving EDI/EEO results in an organization;
  • Experience in the field of Equity, Diversity, and Inclusion successfully developing and implementing strategic plans, establishing metrics and measuring progress;
  • Knowledge of interviewing and counseling techniques.

 

Salary range: $130,000 - $150,000/annually
